Building ships is building security and jobs. The American Shipbuilding Association continues to work to ensure this country maintains a strong U.S. shipbuilding industry and vibrant manufacturing industrial base. To support these goals, the industry’s FY 2008 legislative priorities include: - Increase the Navy’s ship procurement budget to a minimum of $14.1 billion.
- Stop Department of Defense de facto purchase of foreign-built ships through long-term leases. Enact legislation to limit the terms of these leases to not more than 24-months.
- Encourage use of contract incentive fees in all shipbuilding contracts for the purpose of facility investment.
- Prohibit the Navy from withholding and retaining owed payments to shipyards – which restricts cash flow needed for efficiency.
